Probably one of the easiest mistakes in proofing the countersheet is counting trucks/and. 23 trucks are in the set, subtrack 9 halftracks and you're seven trucks short. I've recently figured out scenario requirements for a counter set for the Tank Battles supplement, and it requires nearly double the number of trucks called for in the most truck-heavy scenario.
Offer to make trucks worth 2 victory points apiece for your opponent and you should have enough trucks to supply your reinforcements. :-}
Now with Panzer Grenadier and its sequel Heros you have trucks number 1301 to 1337 (back when PG used the PICS system) and you don't have this problem.
