Depending on the type of mail it is possible that the tracking does not work on international packages. The USPS requires priority or above for tracking to work.

Yes, this is possible.
My problem is that I can't contact USPS to ask them to check this tracking number and see if they know where is the package...
I could phone, but that's going to be expensive.
