This case is not explicitly covered, but I believe that Rule 9.1 - Target Spotting makes it clear that active OR inactive leaders can spot for units.

In this case your leader moves, receives his MOVED counter, and then spots for the 81mm:

Spotting for bombardment does not require the leader to activate - an unactivated leader or a leader under a "MOVED/FIRED" marker may spot for bombardment.

If my opponent did that I would applaud his cleverness! Wink
