I've always thought that too but cannot find a rule that tells us to do so.  Do you know of one?

Its not in the rules. Its from a certain interpretation of how to read the 4th edition turn track. Using the same logic on the "2nd edition" turn track would tell you that night is from 1 am to 1 pm.  Using the same logic on the "3rd edition" chart (which began in late 2nd edition) night is from 2000 to 0600 with a hard transition. 

Thats the rub though, you are 6 layers deep into house rules. You aren't going to find the solid rules footing you want as it doesn't exist. The rules back then said the scenario was day or night, period. SSR dictated when it wasn't and was largely exclusive to long pseudo campaign scenarios. Although the 3rd (late 2nd) chart was ambiguous enough to support 2000 nightfall if you wanted. 

Do whatever feels right to you. Most users here threw out the rule book long ago unfortunately.
