Are fields limiting terrain in all scenarios except if specified otherwise in the supplement or scenario special rules?

For example, are fields limiting terrain in the scenario of the month (http://www.pg-hq.com/library.php?type=sc...id=ElsR016)?

Yes, fields are limiting terrain and are listed as such in rule 8.2.

Daniel,

I had some debate with a PBEM opponent about 2 years ago on this. I actually wrote Doug on the subject.

We set up an Elsenborn scenario, and I was attacking as the Germans. I set my attack up with the fields as shown, despite it being December as there were no rules saying otherwise. He set up as if they were not there for the December reason. I did not realise this until he tried an AT shot through the fields. Doug confirmed they existed. However, because of our set-ups for differing views on the fields, we had to cease the game and start a new one.

Interestingly, this opponent is a friend of Mike Perryman, and when Mike was brought in the discussion between the 2 of us, he also did not like the fields there, but understood the furrowed fields being slower for movement.

Since then I notice that when MP released Winter Soldiers, he states in the SR's that the fields are not there for the limiting terrain reasons. Elsenborn though has been designed as if they are there.

So in answer to your question, use the rules as per 3rd edition unless SR's say so.
