CoE Rocky Hexes and Alpini

In Conquest of Ethiopia, Special Rule 8 says that Alpini Troops do not pay additional movement points to enter Rocky Hexes.  But the Foot cost to enter Rocky hexes on the TEC (4th Ed) is 1.   So what is the special rule doing for the Alpini in Rocky hexes or it the TEC incorrect?

I don't have access to 3rd edition TEC from work but I suspect the cost of rocky terrain was higher than 1 in 3rd edition.

CoE was first released with 3rd edition so that may be one thing that fell under the radar when it started shipping with 4th edition.

Maybe it is a hold over from 3rd edition? 4th edition says Rocky terrain replaces Broken Rock from 3rd Edition. I found a 3rd Edition comprehensive TEC that has Broken Rock costing foot 3 to enter. So then, is the 4th Ed. entry for Rocky Terrain incorrect?
