Error in Impartial Leader Finder

Looking ahead to a next scenario, #14 Beda Fomm II, the Impartial Leader list for that scenario also is off from the list in the book. I don't know how much use that gets, but for solo games, I think it's a great thing to have.

Hi and welcome! The leaders per game are input by moderators, but the individual scenario OOBs are loaded by regular members as needed. Feel free to correct erroneous loadouts, you have the power!

That being said, Robin (rerathbun) has reported a bug regarding leaders sticking around in the draw despite being removed from the OOB. I'll fix this in early May when I start traveling again.
