If your Kommisar fails to rally the troops, and a step dies as a result, does your Kommisar roll for Leader Casualties (6.7) to see if someone fragged him?

Harsh....This is the Soviet Army in WWII not Vietnam....However I still think KOM should be allowed to "help" rally leaders. Vince and I played it that way at first and I well remember seeing a KOM execute my Maj for not rallying, needless to say he was the Commanding Officer ...what fun
