Scenario Search - Display OoB

Howdy gents.

I'm pretty certain I'm missing something obvious and that there is a perfectly logical explanation but... please humour me.

When I do a scenario search, one of the options is by number of counters. If I click on a scenario, any scenario, the number of counters displayed on the 'Display Order of Battle' tab is always massively smaller than the number of counters listed. Is there a logic to this?

Case in point:

Counters = 86
Actual counters of OoB display = 19

Or should the OoB display be read as 'Some counters in the scenario'?
