Dr. Mike mentioned that to me, also.  He's sure it could be a better (or at least more balanced) game than Third Reich, since you're not stuck with Herr Hitler's fanatical idiocy in taking on most of the world.  It eliminates the whole "Axis wins by dying later than they did in real life" problem, and can be structured to give both sides a fairly even chance to actually win the war.
