Off topic here, but on topic in a way. If I wanted to say take a nation or group and design units for them and then design a scenario with them and an already existing force, how difficult would that be?

Depends on the Nation and 'Group'. What do you mean by group ? A specific Division ? Or a specialised group of troops ?
From there, it would be a case of looking at weapons and training for the foot-troops and gun size, ammo types and muzzle velocity comparisons for AFV's & Ordnance.
However, before 'designing' anything, it would be best to know the system very well so that you would have a good handle on how they would 'fit-in' to the system.

I am not planning on it. I just wanted to know the difficulty of it, because just from the little bit I have played it seems like you have to have researched quite well.

Pretty easy. The toughest part is getting tactical descriptions and OOB of the battle you are trying to model.
Lead, follow, or get out of the way.
