What are the rules pertaining to tank leaders in scenarios taking place place before 1943?

Germans have them, no one else does unless the scenario or supplement explicitly states so.

Ok all German afv's have them? They don't have to be assigned??

No, all German tanks have them as of right for want of a better phrase.

Other nations have to see the scenario OOB for their units and the number of tank leaders allotted are shown after the normal leaders, such as 4 x Tank Leaders .... These DO have to be assigned..

Also worth noting that in some scenarios, there are NO tank leaders given to a side even though it may have AFV's. These generally crop up when the purpose of the scenario is to prevent those AFV's acting offensively (by moving closer to enemy AFV's that could harm them) as opposed to them simply holding and defending.
